Holbrooke was right in that statement. The more interesting part of that same set of remarks is Holbrooke’s observation that like jazz, diplomacy involves improvisation. Of course, it also entails a lot more, including perseverance and optimism, that even in seemingly hopeless situations, a way might be found, and one has to keep trying at conflict resolution or at problem solving, as the case may be.
